Abordou-se a teoria do empreendedorismo urbano e como ela se relaciona com a gentrificação. Posteriormente, observou-se o centro histórico da cidade de São Paulo e a região critical do Rio de Janeiro. Apresentaram-se as localidades, a adoção nestas do empreendedorismo, a possibilidade de existência da gentrificação, a existência de políticas públicas de moradia com habitações de interesse social nestas regiões e como estas políticas se relacionam ou não com a gentrificação. Ao fim, concluiu-se que a gentrificação no sentido clássico ainda não se apresenta e que as políticas de moradia estudadas podem alterar o paradigma da terceira onda da gentrificação, pois, através da moradia social, o poder público tenta controlar um processo que ele mesmo estimula. Porém, estas políticas não acolhem os mais pobres, o que estimula tanto a sua substituição por camadas populares com renda um pouco maior, quanto a sua expulsão para áreas pouco privilegiadas.
